USAA CCC - Did Not Pay Market Value on my car.

I was involved in a car accident back in Jan. 11.2009 I thought my car was paid off. I had Gap insuranc and insurance with USAA. I started to buy a home and found a 60 day past due on my credit report. Called gap t see why they did not pay in full they adviced USAA did not pay the NADA value on car. Called USAA they stated they do not use NADA the use CCC. Which is 3000 dollars less than both KELLY AND NADA. I also found out that they used the wrong area code and region to calculate my pay off balance.. How do I get my credit fixed and get my car paid off. I don't have the money to pay this debt. And now I may not be able to move into my home since this debt has to be paid before closing.
