Mortgage Lenders Changing the Locks in Foreclosure

The foreclosure volume continues to increase in Florida's recessed real estate market. Recently, we have had several client's inform us that the mortgage lender had simply entered into the house, and changed the locks, even though the mortgage foreclosure had not be finalized. Has anyone else in other states experienced the same type of conduct by the mortgage lenders? Thanks.
