Erasing Cars computer Data

I recently had my car diagnosed at a Buick Dealer. The estimated cost to repair all problems came to almost 2,000. They charged me 175 for this diagnosis which was mainly provided by my car's computer.

I wanted a second opinion and decided not to have the car repaired at the time. When I took the car to another shop, they first told me that they would ahve to start over again with a diagnosis since the dealer had erased my car's computer.

This computer is part of the car. I paid for the car. I paid for the computer when I bought the car. I own the computer and the information it provides. What right do they have to erase my computer and deprive me of this information, especially since I paid for this diagnosis?
