Being able to oversee my dead parents checking accounts when my name was on it as p.o.d.

My Mother died on 02222002 and My father died 08022004 on thier checking account they had thier name then my name on it as P.O.D. (payable opon death) Then they had my brothers name on it with P.O.D.. But before my father died in the month of July 2004. He was put in the hospital with a staff infection of the blood and was not of sound mind. Now my brother went to pay his bills for him and found out his home health care nurse had talked my father into giving her a lot of money and she forged his name on some checks also. I have the originals to prove it, anyway my brother went to the bank and asked them about it he also made out a police report but nothing was ever done about it except my brother changed checking accounts because thier was still checks missing out of his account not wrote in the log book. But when he closed the one account and opened the other account the only thing that should have changed was the account number but it was not. The amount from closing one and opening the other was different by alot, also it now had his name as the P.O.A. (power of attourney) then my name aand his name then P.O.D. and T.O.D. (transfer opon death) Now my brother kept the check book even after my father was out of the hospital and back at home only giving him a check at a time. He never got to see the bank statements again. Neither did I, he had everything sent to his house. Now when he died he had about ten thousand dallors in his account. The bank was suppose to devide it between my brother and me but They only gave me six hundred dollars and told me they had frozen the account. Then I asked to see the information on the account and they said I could not because my name was not on the account. But it was, and my brother was allowed to write checks out of it for thousands of dollars and was abel to contue to do so until Jan. of 2005. Now they say it went to his estate but it was suppose to be P.O.D. and a new account opened for his estate to pay bills with. Also if it was frozen how could he write checks out of it, and sign my fathers name on it. And how did the forged checks go through when I can tell that my fathers signature was different when the home health care nurse wrote out checks to herself for two, three thousand dollar checks in one day?
